Road Safety Action Plan
Barrow County, hereinafter called the County, seeks design consulting firms to provide professional
services for RFQP2024-05 Road Safety Action Plan. The County intends to select a consulting firm
through the qualification-based selection process, and intends to execute a consulting agreement with
the selected firm for services to be provided. The selected firm will be expected to provide services in
accordance with the project schedule.
Sealed Statements of Qualification-Based Proposals for Purchasing RFQP2024-05 will be received by the
County. Service providers whose qualifications meet the criteria established in the Request for
Qualifications, at the sole discretion of the County, may be considered for Contract award. The County
may, by direct negotiation, finalize terms with the service provider who is selected for award based on
qualifications/proposal.
To be considered for selection, a statement of qualification-based proposal must be submitted in a
sealed envelope, clearly marked RFQP2024-05. The Cost Proposal must be submitted in a separate
sealed envelope plainly marked “COST PROPOSAL”. The submittal must include one (1) printed and
signed original, four (4) copies and one (1) electronic copy in PDF on a USB Drive and shall be submitted
no later than 12:00 (noon), October 26, 2023. (Qualifications will not be accepted by facsimile or email).
Any submittal received after the time and date specified will not be considered but will be
returned unopened. Submittals will be opened October 26, 2023 at 2:00 p.m. in the Conference Room of
the Historic Courthouse at the below address.

The County’s staff will review all SOQPs submitted and award, if made, will be to the most qualified and
responsive offeror as deemed by the County, in the sole discretion.
The County, at its sole discretion, may short-list firms that are deemed to best meet the County’s
requirements, taking into consideration all criteria listed in the RFQP. The County may, at its sole
discretion, ask for formal presentations (at offeror’s expense at the County’s site) from all of the
responsive and responsible offerors, or only from those firms that are short-listed, if short-listing is
determined to be in the best interest of the County. Negotiations will be conducted and may take place
in person or via telephone with the most qualified firm as identified by the County. Offerors that
participate in the negotiations may be given an opportunity to submit their best and final offers. The
County requires pricing to remain firm for the duration of the contract. Failure to hold firm pricing for
the duration of the contract will be sufficient cause for the County to declare a SOQP non-responsive.
