Solicitation Title: CITY OF STOCKBRIDGE – CIVIC WAYFINDING PROJECT

ATTENTION ALL POTENTIAL BIDDERS:

X MUST ADDENDUM. READ CAREFULLY AND FOLLOW ALL INSTRUCTIONS.

This addendum forms a part of the contract documents, modifies the original bidding documents and shall be as binding as if contained therein.

Return Addendum with Bid Submittal. Failure to do so may subject the Bidder to disqualification.

Return Completed Revised Bid Pricing Sheets with Bid Submittal.

TO ALL PROSPECTIVE BIDDERS, PLEASE NOTE THE FOLLOWING CHANGES AND CLARIFICATIONS:

Words in strikethrough type are deletions from existing text. Words in bold, underline type are additions to existing text.

1. RFQ Due Date has changed. The RFQ Due Date is 3:00 p.m. EDT on Thursday, December 14 2023 , January 4, 2024 at 3:00 PM EDT.

2. The deadline for questions did not change. The deadline for questions was Friday, December 1, 2023 at 12:00 PM Noon EDT.

CLARIFICATIONS / MODIFICATIONS / QUESTIONS AND ANSWERS:

Question 1.

A) SIGN TYPE A – Primary Monument – Interstate Gateway

• We feel there is going to be an issue with GDOT approval with the raised concrete foundation detail. We would propose footer in grade & fabricated aluminum base section with thin brick veneer cladding & steel that connects at grade.

- In our experience, most likely GDOT will require breakaway connections.

Please advise if you would like us to bid with breakaway bolts & if aluminum fabrication should be bid.

- Please note that with a recent project with GDOT, the brick veneer/stone was not allowed. We had to substitute it with a faux/foam brick/stone.

Please advise if you would like us to provide a quote with the brick veneer or a foam product.

B) SIGN TYPE C – Tertiary Monument

• The interaction of cap & accent stripes will be difficult to manage with CMU core.

– Please advise if this can be made as aluminum fabrication with brick veneer

Question 4.

D) SIGN TYPE E1 – Clark Community Park Retrofit

• The drawing shows this brick with the same colors as the other signs getting new brick veneer.

- Please advise if this sign should be quoted with a new brick veneer or is this brick left as is?

Answer 4.

Brick structure is to be left as it. Vendor is to price the removal/demo of existing signage components and fabrication installation of new signage elements.

Question 5.

E) SIGN TYPE G – Pedestrian Kiosk

• We propose this sign to be fabricated with aluminum with brick veneer instead of CMU.

- Please advise if this is acceptable.

Answer 5.

Question 6.

F) SIGN TYPE H1 – Parking Directional

• The thickness shape, stroke width & depth of this accent may require alteration of art to allow fabrication, per art.

- Please advise if flat cut out aluminum, stud mounted back to post & cabinet would be acceptable.

As long as the end result looks as intended and still holds structural stability what is proposed is acceptable.

Question 7.

G) SIGN TYPE I – Street ID

• Current drawings show fabricated aluminum blade/accents.

- Please advise if flat cut out aluminum accents, mounted to face of blade would be acceptable.

Question 8.

H) GENERAL INSTALLATION QUESTIONS

• Please confirm if work will be completed during normal business hours.

-Answer: Yes, during normal business hours.

• Please confirm if Stamped Engineered Drawings will be required.

-Answer: Yes.

• Please confirm if Footer inspections will be required.

-Answer: Yes, footer inspections will be required

• Please confirm if there is somewhere, onsite, to dispose of the spoils or will we need to haul them off.

-Answer: No, there is not. Vendor will need to come up with their own plan.

• We assume all electrical services & final connections will be made by others – please confirm.

-Answer: See previous RFI responses

• Please confirm if there will be a provided staging area close by to deliver signs to & work from.

-Answer: No, there is not. Vendor will need to come up with their own plan.

• Please confirm if lane closures will be required. If so, please confirm if the sign vendor will be charged for these, if applicable.

-Answer: Yes, if needed. Coordination and needs to be confirmed by selected vendor.

• Please confirm if sign locations have been reviewed by GDOT & if Right of Way Regulations have been taken into account. If not, adjustments may need to be made to the proposed locations.

-Answer: Designs have been reviewed by GDOT but not formally approved. Locations have not been reviewed.

- In our experience, most likely GDOT will require breakaway connections. Please advise if you would like us to bid all locations with breakaway bolts & if aluminum fabrication should be bid.

NOTE: This is not an all-inclusive list and is only intended to bring awareness to the current discrepancies. Additional items can be provided.

Question 9:

I also have a couple of quick questions for you.

  • Can I get a copy of any addenda that have been released to date?

Answer: Any change(s) to this solicitation will be conveyed through the written addenda process. In addition, notification of addenda are posted on the City’s website which is located at https://stockbridgega.org, and through the State of Georgia DOAS Procurement Registry website https://ssl.doas.state.ga.us/gpr/index

Question 10:

  • What is the estimated construction budget?

Answer: The City will determine what proposal best fits the City’s needs and budgets upon review of the proposals based on the evaluation criteria.

Question 11:

  • Can I get a copy of the pre-bid meeting sign in sheet and/or plan holder’s list if available?

Answer: Any change(s) to this solicitation will be conveyed through the written addenda process. In addition, notification of addenda is posted on the City’s website which is

located at https://stockbridgega.org, and through the State of Georgia DOAS Procurement Registry website https://ssl.doas.state.ga.us/gpr/index.

Question 12:

Would breakaway system be required for some of the signs?

Answer: Yes, a breakaway system is required. Please be advised that any signs monitored and regulated by DOT would likely require a breakaway system unless there is enough of a grade change or distance for the sign’s foundation not to be considered dangerous.

Question 13:

Is solar an option?

Answer: Vendors are allowed to submit suggestions for solar lighting components as an alternate to the base bid. If a vendor elects to present solar as an alternate to the base bid, please note that the vendor will be required to document their experience with a particular product and share project examples.

Question 14:

Would the city be responsible for running power?

Answer: The selected vendor will be required to run the power. Please make sure to identify where the power is coming from for each sign and provide information on how the final connection will be handled.

Question 15:

Would they have to pay for city permits?

Answer: Vendors would need to apply for permits on behalf of the City; however, no fees would be charged.

Question 16:

Would they be required to secure necessary approvals and permits from GDOT?

Answer 16: Yes, vendors are required to secure necessary approvals and permits from GDOT as part of their scope.
