The purpose of this RFP is to contract with a qualified agency to provide coordination HIV/EIS programming for persons with substance use disorders with an emphasis on making available within existing programs early intervention services for HIV and to monitor such service delivery. The HIV/EIS Coordinator will facilitate access to test kits for each participating agency across the state and monitor program progress in HIV screening, counseling, testing, and treatment referral for adult with substance use disorders. The HIV/EIS Coordinator will develop and implement, in conjunction with the Department lead, a community outreach strategy. The coordinator will develop a curriculum and strategies to provide training and technical assistance to a network of trained HIV Early Intervention Services (EIS) nurses and counselors based in publicly funded addiction treatment facilities, Medication Assisted Treatment Centers, DBHDD State Hospitals, and Youth Club Houses throughout the state of Georgia. The coordinator will implement a system to evaluate the HIV Early Intervention Services programs and provide quantitative assistance to the Department. In addition, the HIV EIS Coordinator will develop and implement a strategy to utilize information technology to transfer knowledge regarding HIV/EIS, addiction treatment, prevention and recovery related topics. Through this procurement, DBHDD will award one contract to a supplier who will serve all 159 counties of the state of Georgia.
