Sealed bids for construction of 2022 Sylvania CDBG will be received until August 16th, 2023, 11 AM at the City of Sylvania City Hall. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. The work shall consist of furnishing all products and equipment and performing all labor necessary to perform the following:

Sanitary sewerage system rehabilitation including, but not limited to, replacing clay sewer mains with approximately 4,700-LF of 8” HDPE sewer mains using the pipe burst method. The project will also consist of sewer lateral replacement, and manhole rehabilitation. Water system improvements including, but not limited to, installation of 2,850-LF of 6” C-900 PVC water main, three connections into the existing water main, four new 6” gate valves, and four 6” fire hydrant assembly including 6” cut off valves. The project will also consist of pavement replacement, 860 tons of roadway pavement overlay, sediment control, and grassing.
Time allotted for completion of work is one hundred eighty (180) calendar days. The Scope of Work as described herein is defined as “utility contracting” in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a “Utility Contractor”. Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 10% of the base bid. Funding is to be provided by the CDBG Program which is administered by the GA DCA. Funding also provided by the City of Sylvania. All Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the project. This project is covered under the requirements of Section 3 of the HUD Act of 1968.
