The work to be done consists of furnishing all materials, equipment and labor necessary to determine service line material on all water services 2 inches in diameter and smaller. All loan recipients participating in the program are required by contract condition to make "positive effort" to solicit and award subcontracts to minority and women owned businesses. This contract condition is also passed on to the prime contractor. These subcontracts are for services and/or supplies.
