Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide paternity testing services to the Georgia Department of Human Resources, Division of Child Support Services (DCSS) (hereinafter, the State Entity) as further described in this eRFP.

The Division of Child Support Services (DCSS) is responsible for the administration of a statewide child support enforcement program under the provisions of Title IV-D of the Social Security Act (42 U.S.C. 651 through 669). DCSS provides the following functions or services: Locate, Establishment of Paternity, Child Support Obligations, Medical Support Obligations, Enforcement, Modification of Orders, and Distribution.

DCSS is mandated to establish and/or enforce support obligations (including paternity) either through administrative or judicial proceedings.
