Hall County, Georgia, Parks and Leisure, is seeking qualified contractors to furnish and install new, outside playground equipment contained within a 5,000 square foot area at Cool Springs Park located at 5579 Cool Springs Road, Gainesville, GA 30506. (Herein “Services”). This is turnkey project to provide all materials, equipment, labor, and supervision for the location identified on Attachment #001 Cool Springs Park Map. Bidders may visit the location at 5579 Cool Springs Road, Gainesville, GA 30506 independently to view the area prior to bidding.

Bid Documents : Bidders may download the bid packet below from the 'Related Documents' section or click the ‘Request a Bid Packet’ link in the top left corner of this solicitation document, fill out the requested information, click ‘Submit’, and Purchasing will email you a bid packet containing all required documents.

Additionally, the County allows bidders to obtain bid documents by visiting the purchasing department via appointment with the issuing officer notated herein at the Hall County Government Center located at 2875 Browns Bridge Road, Gainesville, GA 30504.

Bidders may also obtain all the required bid documents from the Georgia Procurement Registry under the same name and ITB number.

Bid Date Extension: If in the County’s best interest, County may make an extension of the bidding period and due date by a formal written addendum and publically posted.

Bidding Process: The County will accept sealed bids in the County Purchasing Division, located on the fourth (4 ^th ) floor at the Hall County Government Center, 2875 Browns Bridge Road, Gainesville, GA 30504, on Thursday, June 29, 2023, until 2:00 p.m., EST. The County will not evaluate bids received after 2:00 pm, or bids emailed or faxed. The issuing officer will open and read the bidding companies publically in the Finance Training room at the address noted above.

Bidders must submit the Exhibit C Mandatory Cost Worksheet, and all mandatory bid documents and affidavits with the bid. Bidders must sign the Exhibit K – Contract document and return with their submittal.

Bidders must submit two (2) copies of their bid documents, one (1) marked original and one (1) marked copy. Bidders must additionally include their bid on a USB flash drive in addition to the hard copies.

General Qualifications: Bidders must be in the regular business of furnishing and installing playground equipment, and in good standing with the County.

Bid Retention: Bidders may not withdraw their bid after the bid opening. Bids must be valid for one-hundred and twenty calendar days (120). The County shall have the right to waive any informality or irregularity of immaterial deviation in any bid received. All forms and documents entitled ‘Mandatory’ must be completed and returned with the bid.

Award Process: The County reserves the option to reject any or all bids, in whole or part, or to select any bidder to perform all services and deliver all products. Bidder expressly understands that the County may reject any bid for any reason without liability on part of the County to the Bidder.

Validation: Bidders must sign the Bidder’s Response to be valid.
