ADVERTISEMENT FOR BIDS

Sealed bids will be received by the CITY OF MARIETTA/BOARD OF LIGHTS AND WATER, at the PURCHASING DIVISION, 1ST FLOOR, CITY HALL, MARIETTA, GEORGIA  30060 until:

Tuesday, February 13, 2024, 10:00 A.M., Local Time

for the furnishing of all materials, labor, tools, skills, equipment and incidentals necessary for the construction of:

CITY OF MARIETTA/BOARD OF LIGHTS AND WATER

EAST DIXIE AVENUE AND

SOUTH MARIETTA PARKWAY AT FAIRGROUND STREET

WATER MAIN REPLACEMENT

at which time and place the bids will be publicly opened and read aloud at 10:00 A.M., Tuesday, February 13, 2024 at the City of Marietta, Purchasing Division, First Floor, 205 Lawrence Street, Marietta, Georgia 30060.  Bids received after the designated time will not be considered.   The Owner of the project is the City of Marietta / Board of Lights and Water.  The Engineer of Record for the project number 100085097 is AtkinsRéalis.

The principal items of construction are the following:

2,960 LF - 16” DIP Water Main and Appurtenances

463 LF – 24” Steel Casing (0.375” W.T.)

Bidders shall inform themselves concerning Georgia Laws, and comply with same.

The Owner may make such investigations as he deems necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request.  Failure of the bidder to provide such information within fifteen days of notification will be grounds for disqualification.  By submission of the Bid, the Bidder acknowledges the right of the Owner to make such investigations, to contact references and utilize this information as a basis of determining award of the contract.  The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.  Conditional bids will not be accepted.

If the Contract is awarded, it will be awarded to the lowest Bidder whose evaluation by Owner indicates to Owner that the award will be in the best interests of the project.  The Owner shall have complete discretion in making this determination and may consider factors such as, but not limited to the following:

(a)        Unit bid prices of various items as they relate to total bid price.

(b)        Proximity of the Bidder's permanent place of business as it may relate to Bidder's responsiveness in carrying out the contract.

(c)        Litigation record of the Bidder.

(d)       Satisfactory completion of similar projects.

(e)        Resources pertaining to management, personnel and equipment.

(f)        Financial history, credit rating and current resources.

Plans, specifications and contract documents are open to public inspection at the office of AtkinsRéalis, 1600 Riveredge Parkway, NW, Suite 700, Atlanta, Georgia, 30328. Contact at AtkinsRéalis for this project is Robert (Bob) Bartlett, PE, (678) 581-3481. One contract shall be awarded covering all the work, and maximum time for completion shall not exceed TWO HUNDRED AND TEN (210) consecutive calendar days from starting date specified in the Notice to Proceed (NTP). While the contract shall stipulate that the time allowed for final completion of all phases of the project is 210 calendar days, SUBSTANTIAL COMPLETION OF THE PROJECT HAS BEEN SET AT 180 CALENDAR DAYS.

Plans and contract documents may be obtained from AtkinsRéalis, Marietta, Georgia upon deposit of $200.00. No refund will be made. The check or money order shall be made payable to AtkinsRéalis. Cash is not accepted. Only a bid submitted by a Contractor on record with the Engineer as having received plans and bid documents from the Engineer will be opened.

No bid may be withdrawn after the scheduled closing time for receiving bids for a period of one hundred twenty (120) days.

Each bidder agrees to waive any claim it has or may have against the Owner, the Engineer, and their respective employees, arising out of or in conjunction with the administration, evaluation, or recommendation for award of any bid. The Owner reserves the right to reject any or all bids; to waive formalities; re-advertise; and to reduce or add to the contract from time to time.
