Separate sealed Bids for furnishing of all materials, labor, tools, equipment, and appurtenances necessary for the construction of the Leake Street Erwin Street Drainage Improvements will be received by the Owner at the City of Cartersville, Attn. Steven Foy, 330 South Erwin Street, Cartersville, GA 30120 until 2:00 p.m., local time, on Thursday, October 12, 2023, and then at said office publicly opened and read aloud. Each sealed envelope containing a Bid must be plainly marked on the outside as,

Leake Street Erwin Street Drainage Improvements

The Project consists of the following major elements: replacement of existing 30-inch, 24-inch, and 18-inch storm drains with a 42-inch storm drain at the intersection of Leake Street and Erwin Street in downtown Cartersville to improve flooding problems and the replacement of existing 8-inch gravity sewer line with an 8-inch PVC gravity sewer line in conjunction with storm drain replacement. The project will also include full-width asphalt pavement milling and replacement within the project area on both Leake Street and Erwin Street.

All questions must be submitted to CTI Engineers in writing. Questions must be submitted by Thursday, October 5, 2023.

Copies of the Contract Documents and Specifications, including bidding documents and requirements and Contract Drawings may be examined at the CTI Development Office of CTI Engineers, Inc., 650 Henderson Drive, Suite 420, Cartersville, GA 30120 (Call for appointment: 404-620-9754, www.ctiengr.com ). Copies may be obtained upon payment of $50.00 for each set. This payment is not refundable. Bidding Documents will also be available for review only at the office of Steven Foy, P.E., City Engineer, City of Cartersville Public Works, 330 S. Erwin Street, Cartersville, GA 30120.

Bidders must be listed on Engineer’s list of plan holders who have purchased the Contract Documents, Specifications, and Drawings.

Engineer shall be provided with the following information: mailing address for U.S. Postal Service, physical delivery address, telephone number, FAX number, email address, and name of contact person.

A Bid Bond of 5% of the total project cost is to be included in the proposal package. The successful Bidder will be required to furnish performance and payment bonds with the executed Contract meeting the requirements of the Contract Documents and executed on the forms attached to the Contract. The terms and time for payment are set forth in the Contract.

Surety and insurance companies must have an AM Best rating of A-10 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds and be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.

Contractor must have minimum Worker’s Comp and General Liability Insurance in full force and effect. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with the provisions of O.C.G.A. Sec. 43-14-2 et seq. Pursuant to O.C.G.A. § 13-10-91, all contractors and sub-contractors performing work within the State of Georgia on a contract with a public employer must register and participate in a federal work authorization. City of Cartersville will require certification for contractor that this requirement has been met. Each Respondent shall submit with its proposal a copy of current Business License and/or Occupational Tax Certificate issued in the state it resides. If bidder cannot provide this license, it will be required to obtain one from City of Cartersville if it is the Awarded Respondent. Qualifications of the Bidder will be reviewed before the Award of the Contract.

City of Cartersville reserves the right to accept or reject any and all proposals, in whole or in part, to waive formalities, technicalities or irregularities and to re-advertise if necessary. The contract between City of Cartersville and the selected responder shall be subject to the payment agreement drawn up between City of Cartersville and the selected responder.
