Synopsis/Solicitation/Offer

This is a solicitation for a single award, firm-fixed price (FFP) contract for a commercial service in accordance with (IAW) FAR Part 12, Acquisition of Commercial Items using procedures in accordance with FAR PART 13, Simplified Acqusition Procedures for Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) facility located in Glynco, GA.

1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, effective March 16, 2023.

2. Acceptance of an award certifies that the contractor will comply with FAR 52.222-50 Combating Trafficking in Persons by notifying all employees and subcontractors at all levels. Contractor must provide written statement of compliance with submission of pricing.

Delivery shall be witin 30 days from award.

Site Visit and Questions

A site visit will not be offered for this solicitation and is not required to participate. The government is not taking questions due to mission constraints. All specifications, provisions, and clauses apply. POC contact is provided below.

The Offeror shall be actively registered in SAM.gov with that NAICS or a similar NAICS with the appropriate size standard prior to Award to be considered for any resulting contract. Failure to be properly registered under the appropriate size standard during evaluation and/or at the time of award deems the offer ineligible for award. A similar NAICS Code with the appropriate size standard other than the NAICS Code identified in this buy term may be used as a factor to determine technical capability.

Notice to Vendor(s):

The government reserves the right to cancel this RFP, either before or after the closing date. In the event the government cancels this RFP, the government has no obligation to reimburse a vendor for any costs. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

Interchanges

The government intends to award a contract without Interchanges with respective vendors. The government, however, reserves the right to conduct any type of interchanges, with all, some, or none of the vendors, if deemed in its best interest.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate an offer: (i) technical capability of the item offered to meet the Government requirement, (ii) price, (iii) past performance

Technical and past performance, when combined, are approximately equal to cost or price.

Specifications Exact Match

Lead round separator from rubber crumb specifically to separate expended lead bullets and fragments from the rubber crumb mulch and much have have the following specifications or capabilities:

1. The blower will discharge the clean rubber at angle and height to place the rubber back onto the shooting berm, the lead will discharge at the bottom of the machine.

2. Discharge chute for the rubber crumb will be 9 inches in height x 22 inches in width.

3. The machine will consist of a hoper mounted on top of the sorter and shall hold a cubic yard of rubber crumb.

4. The separator will consist of a paddle driven spindle with rubber wipers.

5. The separator will come supplied with a second paddle spindle motor.

6. The machine will consist of a connection adapter from a blower will have a trap door installed for cleanout of machine.

7. Blower adapter and separator will connect via bolt up pattern.

8. The paddle spindle will be driven by a minimum of a ½ horsepower geared motor.

Blower Specifications which attach to the separator.

1. The blower shall be 10 horse power, 208 3 phase, belt driven, inline spun, inlet venturi blower 21,000 cfm.

2. The blower shall be operated by an ABB General Purpose VFD model ACS310, as FLETC staff has prior training on this style of variable frequency drive.
