The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source purchase order on behalf of the U.S. Army Research Institute of Environmental Medicine (USRIEM) to Inveris Training Solutions., located at: 296 Brogdon RD, Suwanee, GA 30024-8615 under the authority as prescribed in FAR 13.106-1(b)(1), Soliciting From a Single Source, as there is only one source reasonably available that will satisfy agency requirements. This requirement is for marksmanship system for USARIEM.
Cubic Defense Applications is the original manufacturer of the in-house system. However, the EST 2000 is a legacy system and is no longer in production. Cubic no longer provides any support, maintenance, or new parts. They no longer have any marksmanship systems available for purchase.
Inveris Training Solutions has several replacement options for the EST 2000, including the Army’s current program of record. The EST II includes the Army’s required marksmanship tables, meaning Soldiers can complete their pre-live range requirements in house on this system. It also includes authoring capability and the ability to save shot-by-shot data, which are required for marksmanship research. Furthermore, the extensive timing and accuracy validation that the EST II system underwent prior to its approval for use throughout the Army ensures that research data will be as accurate as possible, whereas utilizing a less rigorously tested system introduces greater risk of system errors and inaccuracies in shot timing and tracking that could adversely affect data quality. Ultimately, the EST II is the current Army standard for marksmanship training and would thus be ideal for both research and training to ensure consistency and replicability.
This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request For Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 1 SEP 2023 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 1 SEP 2023.
