Description

The purpose of a Sources Sought (SS) is to improve small business access to acquisition information and to enhance competition by identifying contracting and subcontracting opportunities. The intent of the announcement is to identify sources that are qualified Small Business concerns, including Small Business, Small Disadvantaged, Women Owned, and Veteran Owned firms capable of performing at least 50% of the work required for Upper Air Observation Services for the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) Eastern Region. The Government may use the information obtained from this notice to gain insight into industry capabilities and other market information.



No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.



The Government intends to issue a Firm-Fixed-Price type contract with a one (1) year base plus four (4) one-year option periods, for a potential five (5) year contract period of performance. This requirement is to provide upper air observation services using the NOAA Radiosonde Replacement System (RRS) for the NWS Upper Air Site located in Greensboro, North Carolina. Services include documenting and disseminating upper air Radiosonde observations, and taking and reporting cooperative and supplemental weather observations in accordance with the attached draft Performance Work Statement (PWS). Prior experience with upper air observation services of a similar size and scope will be required.



The applicable North American Industry Classification System (NAICS) Code for this acquisition is 541990- All Other Professional, Scientific and Technical Services. The Small Business Size Standard for this acquisition is $19.5 Million. A vendor’s response to this synopsis shall be limited to five (5) pages and shall include all of the following information:




  1. Firm’s name, address, point of contact, phone number, and email address.

  2. Interest in bidding on the solicitation when it is issued.

  3. Percentage of scope firm is able to independently perform (See PWS for full scope requirements).

  4. Firm’s relevant experience with upper air observations services. Include comparable work performed within the past five years, brief description of the contract, customer name, timeliness of performance, customer satisfaction, and dollar value of the requirement. Provide at least three examples.

  5. Business size in relation to NAICS code 541990 and Socio-economic status, if applicable.

  6. Joint Venture information, if applicable.

  7. Capabilities Statement addressing your firm’s ability to provide the quality and specifications to meet Upper Air Observations services as described in the attached PWS. Interested vendors shall respond to this Sources Sought Synopsis no later than Friday, February 16, 2024 at 2:00PM (PST), and must be registered in SAM.gov to be eligible for award of a Government contract.
