This is a NOTICE OF INTENT that the Government seeks to issue a Sole Source award.The U.S. Department of Treasury - Internal Revenue Service (IRS) seeks the purchase and installation of physical security equipment (Electronic Access Control System, Video Surveillance System & Intrusion Detection System) under NAICS Code 561621

This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

The Department of the Treasury, Internal Revenue Service (IRS), intends to acquire a purchase order to obtain a video surveillance system. Market Research has been conducted and it has been determined that there is only one responsible source, Johnson Controls Security Solutions LLC. This requirement is to provide and install the HIRSCH IDENTIV M2 access control panel; 2) run/shield appropriate cabling from rear gate to the parking garage electrical closet; and 3) integrate the installed panel with the currently existing Enterprise Physical Access Control System (EPACS).As a result, his requires the technician to be Hirsch certified and licensed to perform Trenching / Conduit / Fiber work.

The proposed contractor’s unique qualifications, previous performance in the installation of all prior EPACS Projects at this site and being listed as an approved contractor on the GSA Federal Acquisition Service website through 09/03/2023 is the basis. Further, the recommended contractor is an IDENTIV/HIRSCH (the ONLY IRS Physical Security Programs (PSP) EPACS panels approved for use in IRS PODs) certified provider and installer. The use of a currently certified installer will mitigate against issues in integrating with the existing EPACS and provide maximum support in rectifying issues which may occur in the future. This will help the IRS meet Interagency Security Committee (ISC) Facility Security Level (FSL) – IV recommendations, mitigating against Undesirable Events (UEs), and protecting employees/visitors while ensuring fiscal responsibility of taxpayer funds

Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The anticipated award date is July 31,2023 with a period of performance beginning July 31, 2023 – December 31, 2023. This Notice is not a Request for Quote, and no solicitation will be issued. Written responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 5:00pm EST, July 22, 2023. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
