Description

All proposals in response to this solicitation shall be delivered no later than the date and time stated in Box 8 of the SF1449.



Offerors are required to e-mail their proposal documents to the Contracting Officer and Contract Specialist at the following email addresses: Miranda.a.caban.civ@army.mil and brian.l.miracle.civ@army.mil, respectively. Should the files be too large to email, 20 MB or more, the Offeror will need to e- mail the Contracting Officer and Contract Specialist and use the Contracting Communication Module in Procurement Integrated Enterprise Environment (PIEE) for the submission of their proposal. The link to access PIEE is https://piee.eb.mil/. The Offerors will be required to have WAWF Vendor access in PIEE, therefore should ensure that access is granted prior to the closing date and time of the solicitation. See the PIEE Solicitation Vendor Posting Offer Training included with the solicitation documents that contains training information on creating a message and attaching documents in PIEE Solicitation. The Offerors submission through PIEE Solicitation must be made no later than (NLT) the closing date and time specified in the solicitation. You will need the following information:

The Offerors e-mail submission or submission through the Contracting Communication Module in PIEE must be made no later than (NLT) the closing date and time specified in Box 8 of the SF1449.





All Technical Questions are due No Later Than (NLT) 8 January 2024 at 12:00 PM CST. Offerors will submit questions in writing to Contracting Officer and Contract Specialist miranda.a.caban.civ@army.mil and brian.l.miracle.civ@army.mil respectively. The Government will answer questions received up until due date listed above and provide responses to interested parties



The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offerors, the contracting officer will review this determination, and if adequate price competition exists, no additional information will be requested. However, if at any time during this process the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the proposed price.



The selection of a source for award purposes will be conducted utilizing FAR Part 12 (Acquisition of Commercial Items) in conjunction with FAR Part 15 (Contracting by Negotiation). Offers will be evaluated using the criteria under the Addendum to 52.212-2 Evaluation-Commercial Items. Award will be made to a single offeror whose timely offer is deemed responsible IAW FAR, whose proposal conforms to the solicitation requirements and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer.



By submission of its offer, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements to include those identified specifically as evaluation factors and subfactors. Failure to meet a requirement may result in an offer being rejected.



Period of Acceptance of Offers: FAR clause 52.212-1 (c), Period for Acceptance of Offers, is 240 calendar days.



Instructions outlined in paragraph C below prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.



Debriefings. Upon notification, unsuccessful offerors may request and receive a debriefing IAW the requirements of FAR 15.506.
