Notice of Intent Sole Source
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to MARTY I HELLER, P.C.
The purpose of the project is to provide on-going support to CDC’s Visiting Fellows Payroll System, providing services, upgrades and updates as required and at the option of the government, additional software, and supplies for the Exclusive licensing agreements/Proprietary data.
CDC’s OFR/Office of Financial Information Systems is required to produce and
maintain payroll information on members of CDC’s Visiting Fellows Program. To do
this, OFIS purchased payroll accounting software from Sage ACCPAC and had the
software customized by a contractor. The customized system is called the Visiting
Fellows Payroll System. The software prepares payrolls, maintains the payroll
records, produces year-end reports and interfaces with CDC’s Accounting system
(UFMS). This support will provide on-going support to CDC’s Visiting Fellows Payroll System,
providing services, upgrades and updates as required and at the option of the
government, additional software, and supplies. The Vendor shall provide all labor, materials, equipment, and travel required to provide software, manuals, programming, and installation to maintain CDC’s Visiting Fellows Payroll System. The vendor shall write new programming code or modify existing code as required. The vendor shall train CDC personnel required to utilize the software and modify existing or compose original written instructions on operating procedures in the use of present and upgraded software, and provide on-going telephone, e-mail, and on-site support. The vendor shall install system upgrades and tax table updates as required. The vendor shall assist in determining specific related forms and supplies which may be necessary for CDC to purchase.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
