This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and 41 U.S.C. 3304(a)(1). The Centers for Disease Control and Prevention, Office of Acquisition Services, 2900 Woodcock Blvd, Atlanta, GA 30314 intends to award a sole source firm fixed price purchase order to Elsevier BV (USA), Radarweg 29, Amsterdam, Noord-holland, 1043 NX, Netherlands dba. North Holland (Publishing) for journal subscriptions for the CDC Library. The Stephen B. Thacker Library has subscribed to about 300 electronic journal titles through Elsevier Science Direct since 2000. The CDC Library has also subscribed to Elsevier’s Compendex Database since 2010. Starting in 2015, the CDC Library started subscriptions to Scopus and Scopus Custom Data.

The applicable North American Industry Classification System (NAICS) code for this acquisition is 513120 – Periodical Publishers and a size standard of 1000 employees.

The Centers for Disease Control and Prevention will solicit and negotiate directly with Elsevier B.V. and no solicitation will be issued.

This notice of intent is not a request for competitive quotations; however, if an interested party believes they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. All interested parties must express their interest and capabilities in writing via email to jpowell5@cdc.gov. within seven (7) days after the publication of this notice. No faxed documents will be accepted. If no responsive statements are received within seven (7) days, an award will be made to Elsevier B.V.
