Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



This combined sysnopsis/solicitation (W911SF-23-0023) is being issued as a request for proposal (RFP) utilizing a Total Small Business Set-Aside, and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2023-01, published December 1, 2022.



Description of the Requirement: The Mission and Installation Contractiing Command (MICC) – Fort Benning has a requirement for the Garrison Chaplain’s Office to provide military religious support and activities that meet the religious requirements of Soldiers, Families and authorized DoD Civilians. The primary goal of the Garrison Chaplain is to ensure the free exercise of religion, mandated by United States Code (USC) Title 10 and the Resource Management Directorate (RMD) User Guide. This service requires the Contractor to provide live, quality instrumental music for worship services and rehearsals as required by the Senior Pastor Chaplain of each service according to the needs of that congregation. The majority of worship services are scheduled for Saturdays or Sundays at one of the Fort Benning Chapels or designated government facilities. In addition to the normal scheduled worship services, the contractor shall provide for occasional Special Services and Memorials as required in accordance with AR 165-1 and USC Title 10.



Further details of this requirement can be found on the Performance Work Statement and additional attachments 1-5 included in this publication and will, at a minimum, include:



a. Musicians needed throughout the year: Minimum times for each musician is 2 times a week (one rehearsal and one service).




  • Staff 12-15 worship leaders and musicians in a variety of worship traditions. We have 15-25 weekly services, approximately 8 chapel locations.

  • Three Accompanist (piano) in the Protestant, gospel, and catholic tradition. Approximately twice a week, every Saturday/Sunday.

  • Three Catholic service musicians/worship leaders. Trained in the Catholic tradition who can lead music for mass. Approximately twice a week, every Saturday/Sunday plus rehearsals.

  • 8-10 worship style music leaders in contemporary/modern worship style; must be able to play either piano/guitar or other instrument as they lead worship music. Approximately every Saturday/Sunday morning, supporting 8 different chapels.

  • Holiday requirements include Christmas, New Years, Easter, and the traditional Catholic calendar. The worship music leadership will have an increased amount of requirements during the holidays. The contractor can use their musicians; however, there will be more rehearsals and scheduled services during the holidays.



b. Worship leader skill list:




  • 2-3 years' experience as a worship leader in the style of the service.

  • Working knowledge of sound equipment.

  • Ability to coordinate volunteers as required by the service.

  • Working knowledge or training in modern coordination software like Planning Center.



c. Accompanist skill list:




  • 2-3 years of professional musical experience as a pianist.

  • Ability to site read.

  • Play in the liturgical, gospel, or traditional styles as required by the individual service.

  • Ability/availability to work with and rehearse a choir and/or a band.



d. Contractor Skills list:





  • Planning Center coordination software. If the contractor doesn't know Planning Center, they need to include in their proposal a written plan on how they are going to coordinate 800 services a year.





e. Professional sound reinforcement:





  • The contract requires a high level of audio reinforcement knowledge. The contractor should personally have this skill or be able to provide a plan to meet the needs of the Chaplains for sound training and troubleshooting as they arise.





f. Personnel leadership and development:





  • Submit a written plan for how the musician coordinator is going to recruit, train, and backfill staff.





DELIVERY INFORMATION:



Services include One 12-Month Base Period and Four 12-Month Option Periods



Period of Performance: 16 May 2023 through 15 May 2028

FOR OFFERS TO BE CONSIDERED:



1. This requirement will utilize the Lowest Price-Technically Acceptable (LPTA) source selection procedures IAW 15.101-2. Under LPTA, all factors other than cost or price are evaluated on an “acceptable” or “unacceptable” basis. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. *See Attachment 5 – Clauses & Provisions, FAR 52.212-2.



2. The Offeror is to provide its submission in accordance with the instructions found herein and within the solicitation provision 52.212-1, Instructions to Offerors – Commercial Items.



Please include a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications – Commerial Items, with your offer.



The SF 1449 is not being used so Offerors are to make their submission by providing the items outlined in paragraph 3 in this Combined Synopsis/Solicitation. Offer must ensure the NAIC code is listed in their SAM registration and certification in the FAR report prior to submitting offers.
