The C-17 Program Management Office has a requirement that is for a firm-fixed price contract for four (4) each NSN: 6685-01-667-7149, Test Set, Leak – Heat Exchanger, OBIGGS, P/N 17G490139-1, which includes one First Article, one First Article Test Plan, and one First Article Test Report.



The C-17 Aircraft utilizes an onboard inert gas generating system (OBIGGS) for production of nitrogen enriched air (NEA). This inert gas is used as vent air for the fuel tanks to prevent an explosion in the event of battle damage to a fuel tank by lowering the oxygen content of the fuselage below the ignition point. A means is required at the organizational and depot level of maintenance to perform a leak test of the OBIGGS I and OBIGGS II heat exchangers to reduce premature heat exchanger replacement and enhance troubleshooting. The newly developed contractor furnished OBIGGS heat exchanger leak test set, 17G490139-1, is recommended to fulfill the requirements identified above.



Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as 100% Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED. It is anticipated that the RFQ will be released on or around 29 February 2024.
