This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 3-day notification. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Roche Diagnostics, 9115 Hague Road Indianapolis, IN 46250-0457, for existing supplies comprised of the reagents and consumables required to conduct quality HIV viral load and early infant diagnosis testing on regulatory approved testing instrumentation at the International Laboratory Branch. The requested supplies will be delivered to the International Laboratory Branch in a single shipment (to provide cost savings) and will be delivered by the end of September 2023. The requested reagents and supplies are required to conduct laboratory testing services in accordance with the accreditation requirements of International Organization for Standardization (ISO) and the College of American Pathologists (CAP) which both have accredited the International Laboratory Branch where the HIV viral load and early infant diagnosis testing is conducted. These materials are the same as those purchased by the international laboratories that the International Laboratory Branch supports across countries supported by the Presidents Emergency Plan for AIDS Relief (PEPFAR). The NAICS code for this acquisition is 334516, with a size standard of 1,000 employees. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all responsible sources may submit a capability statement, which shall be considered by the agency. All quotations/responses received by the deadline specified in this notice, in accordance with FAR 5.203, will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to the contract specialist at ulb6@cdc.gov by 3:00 PM EST 19 August 2023.
