CDC awarded contract number 75D30123C16378 to American Nonsmokers Rights Foundation, 2530 San Pablo Ave., Berkeley, CA 94702. This notice makes available a Justification and Approval for Other than Full and Open Competition (J&A) that applies to this contract.
This contract was issued under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This contract provides services to the Office on Smoking and Health for quarterly and semi-annual reports for ongoing data and several local tobacco control policies throughout the United States. In accordance with the attached J&A, American Nonsmokers Rights Foundation is the only known organization, at this time, that can provide theses services. While the CDC tracks state smoking restrictions through the, CDC State Tobacco Activities Tracking and Evaluation (STATE) System, CDC lacks the capacity to track local tobacco control policies. This is a significant gap, since traditionally the strongest tobacco control policies have been implemented at the local level. This acquisition closes this gap by allowing CDC to track trends in local tobacco control policies nationwide. To date, CDC has not identified another organization that has demonstrated the capacity to track local tobacco control policy throughout the United States.
The attached J&A is being made available within 14 days of contract award in accordance with FAR 6.305(a) and will remain active for 30 days in accordance with FAR 6.305(d)(3).
