***AMENDMENT 0003 – Effective Date 09/18/23*** The purpose of this amendment is to revise Section L: Instructions, Conditions, and Notices to Offerors and Respondents and Section M: Evaluation Factors for Award to edit the maximum page limit of the Technical Conformance Statement from 15 pages to 45 pages. The RFQ submission deadline is hereby extended to Thursday, September 21, 2023, at 10:00 AM CT from Monday, September 11, 2023, at 3:00 PM CT. All other terms and conditions remain the same.



***AMENDMENT 0002 – Effective Date 08/29/2023*** The purpose of this amendment is to address vendor questions and add Attachment 3 – Vendor Questions. The RFQ submission deadline is NOT extended and remains Monday, September 11, 2023, at 3:00 PM CT. All other terms and conditions remain the same.



***AMENDMENT 0001 – Effective Date 08/22/2023*** The purpose of this amendment is to revise Section C: Descriptions/Specifications/Statement of Work to address removal and disposal of existing equipment and to incorporate a revised Attachment 1, Section 2 – Technical Compliance for completion. The RFQ submission deadline is hereby extended to Monday, September 11, 2023, at 3:00 PM CT from Sunday, September 10, 2023, at 3:00 PM CT. All other terms and conditions remain the same.



***This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.***



SECTION A: SOLICITATION/CONTRACT FORM



1. Request for Quote (RFQ) has been prepared in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Products and Commercial Services. This RFQ will create a firm-fixed price (FFP), single-award, one-time purchase order for the procurement and installation of a conveyorized and batch powder coating system with ovens. The client agency is the United States Marine Corps (USMC), Marine Corps Logistics Command (MARCORLOGCOM), Marine Depot Maintenance Command (MDMC)located at Albany, Georgia.



2. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 effective 06/02/2023. The provisions and clauses referenced in this solicitation may be reviewed/obtained in full text form at https://www.acquisition.gov/browse/index/far.



3. This RFQ has NOT been set-aside for small businesses. The North American Industry Classification System (NAICS) code is 325510, titled “Painting and Coating Manufacturing” with a small business size standard of 1,000 employees. The Product Service Code (PSC) is 4910, titled “Motor Vehicle Maintenance and Repair Shop Specialized Equipment”.



4. This is a RFQ for the procurement and installation of a conveyorized and batch powder coating system with ovens. The requirement includes delivery, accessories, installation, site preparation and building modification upon approval from Government point of contact (POC) has been received, testing/verification, and warranty as applicable.



5. Quoter shall submit a firm-fixed pricing quote and must be able to provide the powder coating system by quoting all items listed on the Pricing Spreadsheet (Attachment 1, Section 1) of this RFQ.



6. In-order for GSA to make a fair and reasonable price determination, additional market research may be conducted. The Contracting Officer may also request Quoter to submit any available pricing data and/or relevant sales/invoice history to further substantiate the price reasonableness of the quote submitted to the Government.



7. This is ONLY a request for quote. A contract will be issued pursuant to the evaluation of the quotations received. DO NOT SHIP based upon the posting of this RFQ.



8. STANDARD COMMERCIAL WARRANTY REQUIREMENT. The Government is requiring all items in the contract have a Standard Commercial Warranty.



9. SITE VISIT: Quoters will be provided an opportunity to attend a site visit which be held at the below location on Monday, August 21, 2023, at 09:00 am EST. Attendance is highly encouraged, but it is not mandatory. The purpose of this site visit is to allow potential Quoters an opportunity to view the site(s) where the powder coating system will be installed. Please email the site POCs, john.w.hinkle@usmc.mil and clayton.e.brooks@usmc.mil, and the Contracting Officer (CO), april.mcnellie@gsa.gov, to reserve a seat by Thursday, August 17, 2023 at 3:00 pm EST. Email shall include name, driver’s license state/number, vehicle insurance, and a short vehicle description. Site POCs will need to obtain information from potential Contractors to establish gate access. All potential Contractors must present a valid photo ID. Please allow sufficient time to pass the security checkpoints. The visit will be begin promptly as scheduled.



Site POCs will intake and compile all questions asked during the site visit and the CO will provide official answers to those questions via amendment to the RFQ.

10. ALL QUOTES AND ALL SUPPORTING DOCUMENTATION SHALL BE SUBMITTED BY EMAIL TO APRIL.MCNELLIE@GSA.GOV AND ARE DUE ON OR BEFORE 10:00 AM CT, SEPTEMBER 21, 2023.

When responding to this RFQ, complete the entire package along with the supplemental documentation and submit your quote package as an attachment to your RFQ response. No other forms of submission will be accepted. Each quote must be received by the closing date and time. Quotations received after this time will be deemed late and shall not be considered for award.

FAILURE TO PROVIDE ALL OF THE REQUIRED SUBMITTAL INFORMATION LISTED IN SECTION C (SUBMITTAL INFORMATION) MAY RESULT IN YOUR QUOTE NO LONGER BEING EVALUATED OR CONSIDERED FOR AWARD.



A complete quote consists of the following:




  • Cover Sheet containing information as stated in Section L;

  • Completed Section B;

  • Manufacturer’s suggested retail price (MSRP) list: Provide a copy of your most recent MSRP price list. Please be sure to identify the items quoted within the copy of your price list. If a MSRP list is not published, provide a statement stating such;

  • Completed Provisions found in Section K;

  • Technical Conformance Statement (45 pages max);

  • Completed Pricing Spreadsheet (Attachment 1, Section 1);

  • Completed Technical Compliance Matrix (Attachment 1, Section 2)

  • Completed Prior Experience Worksheets (Attachment 1, Section 3A and 3B) and

  • If applicable, completed Subcontracting Plan (Attachment 2) or Approved FY23 Commercial Plan. Subcontracting Plan is required for any Quoter who is other than a small business.
