Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Jerry's Lock & Key, Inc., as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The award will be to purchase the following product/services:

The USDA ARS, Athens, GA requires New ADA compliant door hardware, cores, and keys for all hallway doors in building 1.

PURPOSE AND OBJECTIVES:

This project will involve installation of new cores, ADA compliant hardware as needed, and keys on 402 doors in building 1 at the USNPRC. All items listed must use the Mul-T-Lock 600 key system and Mul-T-Lock 236B KIK cores so that it will match the current system we have in other parts of the campus/buildings. Jerrys Lock and Key in Athens GA is the only dealer in our area authorized to sell this system, so we are requesting a sole source requirement to ensure that the keys systems will match what we currently have and can have a local company for rapid support in an emergency since these are high security keys that can only be made by them. The job will include a total of 402 doors. 289 of those doors will require new ADA compliant hardware, new cores, keys, and labor for installation. 113 doors will require new cores, keys, and labor for installation.

All items listed must use the Mul-T-Lock 600 key system and Mul-T-Lock 236B KIK cores so that it will match the current system we have in other parts of the campus/buildings. Jerry’s Lock and Key in Athens GA is the only dealer in our area authorized to sell this system. We are requesting a sole source award for the following reasons.

1. We currently use the Mul-T-Lock key system and Mul-T-Lock KIK cores in other parts of our building. If we changed key systems, this would require us to rekey over 400 other doors currently on the Mul-t-lock system at an additional cost., which is not cost effective to government.

2. Mul-T-Lock only issues the high security key fingerprint used to make our keys to one dealer. That fingerprint key is currently issued to Jerry’s Lock and Key. If it was awarded to a different dealer, they would have to issue a different fingerprint and the key systems wouldn’t be compatible with our current doors. So, we would be forced to carry multiple keys for the different systems.

The Government intends to award a firm fixed price Purchase Order on or around August 29, 2023. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10 AM central time, August 28, 2023.
