The C-17 Program Management Office has a requirement that is for a firm-fixed price contract for five (5) each NSN: 6130-01-474-2846, ADAPTER, POWER SUPPLY - EMERGENCY BATTERY STATIC TEST, P/N 17G440547-1, which includes one (1) First Article, one (1) First Article Test Plan, and one (1) First Article Test Report. The C-17 utilizes eight identical emergency battery power supplies (EBPS), PN 172BS101-3, to provide emergency power to the inertial reference units, the emergency evacuation light system, and the emergency egress sequencer. When fully charged, the EBPS is capable of supplying 100 Watts at 24VDC for 30 minutes. Each EBPS consists of two major electrical modules, a battery module containing 14 "D" size, nickel-cadmium batteries, each rated at 4.0 ampere hour, and an electric module housing consisting of a battery charger, an output regulator, and related power control circuitry. An emergency battery power supply test set (EBPS Test Set), PN 17G440534-501, SERO 440534, is used at the intermediate and depot levels of maintenance to periodically address bit indicated faults and verify that the emergency battery power supplies are serviceable. The test set is used to perform a complete functional test of the EBPS charging, boost, and control circuits. The test set is also used to perform capacity test of the EBPS batteries as well as reconditioning them. Performing the capacity test requires the availability of the EBPS test set for a duration of eight (61308) to twelve (12) hours for each. A means is required at the intermediate and depot levels of maintenance to assist and accelerate capacity testing and verification operation of each emergency battery power supply in a maximum of four (4) hours. Delivery is FOB Destination with shipments in the continental United States. This requirement will be solicited as a Competitive 8(a) Award. All responsible sources may submit a quotation which shall be considered by the agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED. Proposals are due 28 March 2024 by 5:00 PM EST.
