This is a combined synopsis/solicitation for commercial products and services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued.



Solicitation 15A00023R00000085 is issued as a request for proposal (RFP).



This Request for Proposal (RFP) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective June 2, 2023.



This is a total small business set-aside under NAICS Code: 541519 (Size Standard: $34M).



The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) requires a contractor to install a dual in-line, minimum 60 kilo-volt-amperes (kVA) Uninterruptible Power Supply (UPS) unit with battery back-up to provide 60 minutes of run-time at 50% load rating. The contractor shall provide all equipment, materials, specialty services, management, supervision, quality control, and labor to install the UPS and UPS Batteries. Additional requirements are documented in the attachments.



ATF will award to the responsible firm whose quote conforming to the RFP will be the most advantageous/best value using the Lowest-Price-Technically-Acceptable (LPTA) method. ATF will review the past performance of the seller to help determine its technical capability. Any proposal that do not meet the minimum requirements of the product and solicitation will not be considered for award.



Offerors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7.

The RFP# (15A00023R00000085) must be clearly displayed on the proposal and in the Subject of the email. Proposals MUST be good for 30 calendar days after the close of the RFP and should be submitted in Good-Faith in order to be responsive.



The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
