Description

The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) procuring Contractor- Owned Contractor- Operated (COCO) storage service and facilities with capability to receive, store, protect, and ship U.S. government-owned aviation turbine fuel in the Bremen, Georgia area on or about December 15, 2022. The RFP closing date will be on or about January 27, 2023.



The tanks offered for storage must have adequate combined safe fill capacity to store 100,000 barrels of the government petroleum product and a minimum of two tanks interconnected to provide the capability of transfer of product between each tank. In addition, each storage tank will be equipped with fuel/water separation system for collection of all product or water dispensed from its bottom water drain(s). All storage must be available and operational at a single location upon award.



The solicitation number will be SPE603-23-R-0501 and it will be published electronically on the System for Award Management (SAM) website at www.SAM.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-22-R-5X14 on September 15, 2022.



This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period of performance beginning on October 1, 2023 through September 30, 2027 and one five-year options from October 1, 2027 through September 30, 2032. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).
