The Department of Veterans Affairs Network Contracting Office 7 (NCO 7) intends to negotiate, on a sole-source basis, with Press Ganey Associates, Inc. under the authority of FAR 8.405-6(a)(1)(i)(B), for the Atlanta VA Health Care System in Decatur, GA, for a membership to access and contribute data into the National Database of Nursing Quality Indicators (NDNQI) database.
This sole source determination is based on the need to acquire a membership to access and contribute data into the National Database of Nursing Quality Indicators (NDNQI) database for RN satisfaction, and benchmarking for the sake of improving quality of VA Nursing Care to Veterans. The NDNQI database is defined and managed at the University of Kansas Medical Center (KUMC) School of Nursing. The NDNQI is the primary provider of nursing national benchmarking services nationally, including approximately 30 VAs. The Atlanta Health Care System has been participating since 2007 and NDNQI is the sole provider of the historical data required for Magnet re-designation.
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)); This is the only source available to re-apply for Magnet designation.
The North American Industry Classification System (NAICS) code for this acquisition is 541611 - Administrative Management and General Management Consulting Service, with a size standard of $16.5 Million.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 12/07/2022, 2:00 pm, EST will be considered by the government. Responses shall be submitted via email to jeremy.calligan@va.gov
